加强钒钛、钢铁、特色农业、康养重点产业、行业领域和重点产品知识产权信息分析和布局、预警服务，培育知识产权中介服务品牌。建立市、县（区）覆盖、多层次技术（产权）交易市场架构，形成“政府、行业、机构、技术经纪人”四位一体科技信息技术市场服务体系，面向钒钛产业链专业领域技术成果商品化、资本化和证券化，重点推进钒钛技术转移中心和交易市场建设；鼓励和引导科技成果进入技术交易市场，积极探索科技成果推介、挂牌、拍卖、作价入股公开交易新机制，实现产业（企业）、学术界、科研、科技成果转化、金融、人才、政策、中介创新要素融合，构建“政产学研金服用”融合发展攀枝花科技成果转移转化生态体系；创新实施“确权、后转化”和“研发在外、转化攀”科技成果转移转化模式，形成社会参与、协同推进、开放多元科技成果转移转化交易长效机制。
支持市场主体利用信息资源开展业务创新，鼓励“研发—检测”复合发展、“技术转移—知识产权”融合发展、“投资—孵化”增值发展多元业态耦合，实现信息资源增值开发利用。逐步形成重点信息资源全过程管理体系，加强采集管理和标准制定，提高信息资源准确性、可靠性和可用性。依法保护个人隐私、企业商业秘密，确保国家安全，研究制定信息资源跨境流动管理办法。协助开展5G技术研发、标准和产业化布局，加快基建工程建设。
2．科创培育工程。围绕钒钛、特色农业领域加大科创瞪羚企业培育力度，力争实现科创瞪羚企业零的突破；制定链条科技信息服务能力实施方案；推进建立产教融合科技成果转化平台。
（一）发展目标。创新人力资源服务模式和服务业态，推动人力资源服务业专业化分工、信息化共享、价值链高端迈进，全市产业转型升级提供人力资源支撑。力争到2025年，全市人力资源服务机构达到400家以上，行业领军骨干机构10家左右，人力资源服务从业人员达到5000人以上，力争创建成为省级人力资源服务产业园，入驻园区机构低于50家。
（二）发展重点。构建人力资源服务业协同发展新格局。贯彻落实构建“三个圈层”经济地理空间发展战略，顺应区域协同发展趋势，加强“中圈”金沙江区域和“外圈”成渝昆城市人力资源交流合作，吸引中圈、外圈人才、企业落户攀枝花，做做区域人力资源市场，拓展产业发展空间。鼓励县（区）建设人力资源服务产业园，依托高技能人才培训基地，整合大学生创业孵化基地，推动形成攀西人力资源服务产业园为主干“一园多区、一园多基地”集群发展模式。推动区域产业布局优化、发展能级提升，建设攀西经济区人力资源协同发展试验区，川西南滇西北区域打造人力资源服务高地，攀枝花高质量发展提供有力人力资源服务支撑。
促进人力资源服务业态和产品创新。引导人力资源服务机构市场需求导向，细化专业分工，开发特色服务，推进管理创新、服务创新、产品创新。加快发展高级人才寻访、人才测评、人力资源管理咨询高端业态，支持发展人力资源法律顾问、数据监测分析、职业征信延伸服务。鼓励研发机构高校、科研院所、大型企业合作，加强服务理论、商业模式、关键技术方面研发应用。鼓励开展自主创新活动，积极参与服务业“三百工程”建设，市场化方式举办或组织参加人力资源服务产品博览会、推介会、交易会市场拓展和供需对接活动。提升人力资源服务领域知识产权创造、运用、保护、管理和服务能力。
提升人力资源服务供给效能。围绕“1+3+3”现代工业体系、“7+3”现代农业体系、“4+5”现代服务业发展体系发展需求，推动人力资源服务业钢铁冶炼、机械制造支柱产业，农业、康养特色优势产业，钒钛、氢能战略性新兴产业实现双向渗透、深度融合发展。“增量产业→增量企业→增量人口→增量人才”总体思路，产业增长变革，吸引消费流入和人口迁入，倒逼技能人才、专业人才、高精尖人才需求蝶变，区域发展极核，加速促进人才培养供给侧产业需求侧结构要素全方位融合。建立人力资源市场供求信息发布机制，定期发布人力资源市场供求情况分析，实现人力资源供求信息动态监测，人力资源流动渠道。支持经营性人力资源服务企业、机构参与或承办就业创业、人才流动、农村劳动力开发转移公共服务。
1．人力资源服务区域协同。加强区域协作，加快产业集群集聚，建设攀西经济区人力资源协同发展试验区，促进攀西地区人力资源流动和配置，打造川西南滇西北区域人力资源服务高地。
2．人力资源产业工程建设。规划建设攀西钒钛科技园区，引入人力资源服务机构50家左右，年营业收入达30亿元；建设一批技能人才培训基地、技能大师工作室和技能竞赛集训基地30个，创建省级创业孵化基地1家，新建就业见习基地20个。
（一）发展目标。到2025年，基本形成体系、布局合理、结构优化、密切协作整合型医疗卫生服务体系，全市居民提供充分保障。到2025年，医疗卫生总收入达到58亿元左右。区域性医疗中心初具规模，全国医养结合试点城市建设取得成效。
打造区域医疗中心。全力推进区域医疗、区域精神卫生、攀西职业病防治、中医治未病中心、区域妇幼保健、区域医学教育六大区域医疗卫生中心提档升级，构建多元医疗卫生服务体系。推动公立医院高质量发展、建设高水平医院，鼓励各级各类医院省内外优质医疗资源开展科研合作和学科共建，注重学科建设和技术运用，重点打造眼科、耳鼻喉、肿瘤、呼吸、心脑血管特色专科集群，继续加强优质医疗机构合作，急危重症、疑难病症患者提供高水平综合性诊疗服务，提升全市医疗技术水平。加强市域医院胸痛、卒中、创伤、危重孕产妇救治、危重儿童和新生儿救治医疗中心建设。
有序发展医美产业。抓住时代消费升级机遇，瞄准产业发展趋势，突出发展医疗美容服务业，引导和培育发展医疗美容制造业，延伸发展医美信息服务关联产业，着力构建医疗美容产业生态圈。重点发展外科美容、皮肤美容和牙齿美容，积极培育中医美容。支持具备开展医疗美容资质医院，国内各医美机构、国内外知名专家建立联系机制，建成攀西地区区域性医美中心。充分利用三甲医院优质资源和攀西气候优势，积极拓展整形医学、康复医学、运动医学、医学美容、高端临床体检、生殖医学服务领域开展专病诊疗；引进一批拥有核心技术医美制造企业落户。医疗美容服务业和有关制造业依托，延伸发展信息服务、文创、旅游、生活美容、贸易、会展、金融关联产业，推动医疗美容产业关联产业良性、互利共生。
医养结合补齐卫生短板。依托全国医养结合试点城市建设契机，“融机制、合力量，融内容、合服务，融资源、合发展，融文化、合（）人心”总体构思，构建起具有攀枝花特色医养结合服务发展新格局，打造“医养攀枝花”品牌。优化医疗卫生康养管理资源配置，促进医疗资源进入养老机构、社区和居民家庭。开通养老机构医疗机构预约就诊绿色通道，开展面向养老机构远程医疗服务试点。利用闲置社会资源改造建设医养结合机构，支持社会力量开展医养结合服务，支持医疗卫生机构养老机构合作共建、协议托管多种形式开展合作，发展医疗养老联合体，建立健全医养结合利益共享机制。
2．医疗服务能力提升项目。支持医院创伤中心、传染病区、肿瘤防治中心、妇女儿童服务、细胞实验室特色专区建设，构建第三方医学检验服务中心，推动基层医疗服务能力提升。
4．医美产业发展。重点支持开展外科、皮肤、牙科和中医养生为主美容项目，支持具备开展医疗美容资质医院，国内各医美机构、国内外知名专家建立联系机制，建成攀西地区区域性医美中心。
发展多层次、多样化社区服务。数据推进社区民生服务“一码互联”，整合汇聚现有移动民生服务，打造统一城市服务入口，覆盖就业、医疗、养老、社保、交通、文体、旅游、水电气、社区安全、法律服务、科普宣传、流动人口服务管理、城乡环境综合治理多样化基本公共服务，家教、家政、托育和病患陪护家庭服务。切实保障优抚对象、低收入群体、老年人、未成年人、残疾人、流动人口社会群体服务需求，着力推进城乡社区志愿服务和专业服务常态化。
加强社区服务人才队伍建设。建立一支社区党组织和社区自治组织成员骨干，社区专职工作人员重点，政府派驻人员、其他社区服务从业人员和社区志愿者补充社区服务人才队伍。引导优秀人才社区服务领域流动，提高社区工作者专业化水平。建立健全城乡社区志愿者招募注册、志愿者培训管理、志愿服务记录证明出具、志愿服务评价激励制度，鼓励党政机关、企事业单位工作人员参与城乡社区服务，力争到2025年，城乡社区注册志愿者人数占本地区居民比例达到10%，每个社区配备数量社区社会工作者。
